City of Page Citywide Parks Master Plan & Master Plan for John C. Page Memorial Park

The City of Page Citywide Parks Master Plan and Master Plan for John C. Page Memorial Park is the city’s first Parks and Recreation Master Plan. When the city was formed, it included some parks built by the Bureau of Reclamation. These parks have not been updated for more than two decades.  Staff overhauls resulted in little institutional knowledge about city recreation resources and a fractured parks and recreation staff spread among different departments.  The planning process included extensive community engagement through a website, public meetings, and focus groups.  Levels of Service were set through an examination of other, comparable jurisdictions.  The plan creates a park classification system, includes recommendations for organizing a parks and recreation department, future park improvements, and for additional parks.
